(23)"Statutes", "Ordinances", "Regulations" and "Rules" mean, respectively, the Statutes, Ordinances, Regulations and Rules made under this Act, and they shall be deemed to be rules within the meaning of Clause(36) of section 3 of the Bengal General Clauses Act, 1899;
