28.
The Administrative Department shall examine the cases of the selection grade Sub-Registrars in order of their seniority and forward their recommendations of the department, together with all connected papers including papers relating to those proposal for supersession to the Bihar Public Service Commission for advice regarding suitability for promotion or otherwise of the candidates.
