Section 3(5) in The Orissa Animal Contagious Diseases Rules, 1957
(5)The owner or person in charge of the place and the owner or person in charge of the infective animal shall give free access to the Inspector and the persons, if any, accompanying him and shall, in every way, facilitate the entry, search and inspection.
