Section 15 in The West Bengal Development Corporation Act, 1954
15. Delegation of powers to Boards. -
The Corporation may delegate to the Board or Boards all or any of its powers subject to such conditions and limitations as may be specified, so however that the Board or Boards shall function subject to the general control and supervision by the Corporation.
