For the purpose of ascertaining that the spirit has been effectively and permanently rendered unfit for human consumption in the manner prescribed, the Collector in whose jurisdiction the distillery is situated shall not less than once in every three months, and without previous notice to the licensee, cause to be taken from stock a sample of such spirit, amounting to about 170 millilitres and shall send such sample to the Chemical Examiner to Government Haryana, for examination and report.
