Section 86P(7) in The Bihar and Orissa Local Self-Government Act, 1885
(7)Nothing in this section shall apply to-(a)cart which are the property of the Government or of any local authority;(b)carts which are kept without the limits of the district and are only temporarily and casually used within such limits.
