Section 80(1) in Gauhati Municipal Corporation Act, 1971
(1)The Mayor, or, in his absence, the Deputy Mayor, shall preside at every meeting of the Corporation and shall have a second or casting vote in all cases of equality of votes and his ruling in conducting the proceedings of the meeting shall be final.
