SHRI FRANCISCO COSME SARDINHA (SOUTH GOA): Madam, I thank you for giving me this opportunity to speak.
Today, I shall stand before the nation in the name of all the Goans to thank the country on the occasion of 50 years of liberation of Goa. The Goans are indebted to all the freedom fighters starting from Tristao Branganza da Cunha who is considered as the father of the freedom movement of Goa and all others who have laid their lives and sacrificed for the cause of liberation of the State from the colonial rule of Portugal.
The Portuguese ruled Goa for about 450 years and it was finally liberated on 19th December, 1961. On 19th December, 1961, the Indian troops marched into Goa, Daman and Diu and liberated all the territories in 48 hours. Several people died on the occasion and the operation was called Operation Vijay. On 17th December, 2011 Goa paid tributes to the Armed Forces in Goa and we were proud to have the presence of the UPA Chairperson Shrimati Sonia ji and the Defence Minister Shri Antony ji on this occasion.
Operation Vijay was undertaken with the blessings of the then Prime Minister Pandit Jawaharlal Nehru. Operation Vijay was entirely supported and welcomed by all the people of Goa. On this historic day, we not only celebrate our Independence but also pay tributes to the Indian Armed Forces for their heroic feat. We have come a long way since liberation from the Portuguese Rule in 1961.
Goa is now an economically and socially advanced State with highest per capita income among all the Indian States and boasts of socio-economic indicators that are way above the national average. The State contributes immensely to the Central coffers through collection of Central Excise, Income-Tax, Customs Duty and foreign exchange earnings from tourism and export of minerals.
People of Goa are grateful to the Central Government for all the help and support that the State has received in its march to prosperity. The State shall be extremely proud if the entire country joins us in celebrating the Golden Jubilee of Liberation and the achievement of the State in the past 50 years.

श्री श्रीपाद येसो नाईक : अध्यक्ष महोदया, सबसे पहले मैं आपका धन्यवाद करता हूं कि आपने आज हमारे गोवा के एक और स्वतंत्रता सेनानी डा. टी.बी. कुन्हा जी के चित्र का सेन्ट्रल हॉल में अनावरण किया है। यह गोवा के लोगों के लिए बड़े सम्मान की बात है कि ऐसे एक सेनानी जिन्होंने अपना सब कुछ न्योछावर कर, गोवा को स्वतंत्र करने में अपनी भूमिका अदा की है। गोवा आज अपनी स्वतंत्रता की 50वीं वर्षगांठ मना रहा है। डा. टी. बी. कुन्हा जैसे अनेक स्वतंत्रता सेनानियों ने अपार कष्ट सह कर गोवा को 1961 में स्वतंत्रता दिलाई है। आधुनिक भारत के यशस्वी सपूत डा. टी. बी. कुन्हा गोवा के जनक के रूप में माने जाते हैं और ऐसे ही उन्होंने सम्मान प्राप्त किया था। डा. टी.बी. कुन्हा एक दूरदृष्टा राष्ट्रवादी स्वतंत्रता सेनानी थे। पूर्तगिजों ने 450 साल तक गोवा के ऊपर राज्य चलाया। उन्होंने स्वतंत्रता सेनानियों को अनेक यातनाएं दी तो भी इस देश के साथ गोवा को भी लिबरेट करने के लिए उन्होंने बहुत प्रयास किए। इसके लिए उन्होंने एक संगठन का निर्माण किया। उन्होंने गोवा को स्वतंत्रता दिलाने में अपना पूरा जीवन समर्पित कर दिया।
महोदया, गोवा इस देश का एक छोटा-सा भाग है। जब तक गोवा की स्वतंत्रता पूरी नहीं होगी तब देश की स्वतंत्रता पूरी नहीं हो पाएगी इसी विचार से उन्होंने लगातार गोवा की स्वतंत्रता के लिए प्रयास किए। एक स्मरणीय बात यह है कि गोवा जैसे देश के छोटे-से भूभाग ने ऐसे पुरूषों और महिलाओं को जन्म दिया उनकी संख्या अपेक्षा से काफी ज्यादा है। उन्होंने इस लड़ाई में अपना सब कुछ न्यौछावर किया। इन्हीं लोगों में टी. बी. कुन्हा जैसा एक नाम है जिन्होंने उसकी एक अलग पहचान दिखा दी। उन सभी स्वतंत्रता सेनानियों जिन्होंने ऑपरेशन विजय में अपने प्राण न्योछावर किए और राजकीय नेताओं ने स्वतंत्रता दिलाने में जो योगदान दिया है उन सभी का मैं इस शुभ अवसर पर धन्यवाद करता हूं।
मैं इन्हीं शब्दों के साथ मैं अपना दो शब्द पूरा करता हूं-भारत माता की जय।
THE MINISTER OF FINANCE (SHRI PRANAB MUKHERJEE): Madam Speaker, I join with you, and the other distinguished colleagues who have expressed their salutation to the heroic freedom fighters of Goa. As a young man, I remember that we had to wait 14 years from 1947 to 1961 to get Goa liberated from the yoke of the colonial rule. When it became independent, some parts of the country were under different colonial masters. Like some parts including Chandan Nagar, Pondicherry were under the French control. Similarly, Goa, Daman, and Diu were under the control of the Portuguese. With the French authorities through negotiations, these Enclaves were liberated, but for Goa, not only the people of Goa but even the people from the rest of the country also had to fight for its liberation.
I remember, two very distinguished Members of this very House itself – Prof. Deshpande and Shri Tridib Choudhary who offered Satyagraha for the Goa liberation and they spent a number of years – almost two and a half years - Tridib Babu spent in Goa Aguada Fort jail during the regime of Salazar.
A large number of people of Goa and a large number of people from different parts of the main land of the country had struggled for the liberation of Goa and ultimately on 19th December, 1961, the people of Goa got their liberation and the process of Indian independence completed. I take this opportunity in saluting those great heroes and I thank you, Madam, for giving me this opportunity.
श्रीमती सुषमा स्वराज (विदिशा):अध्यक्षा जी, 19 दिसम्बर का दिन हम गोवा मुक्ति दिवस के रूप में मनाते हैं। आज से पचास वर्ष पहले 19 दिसम्बर, 1961 को गोवा स्वतंत्र हुआ। अगर मैं यह कहूं कि भारतीय स्वतंत्रता संग्राम से कम महत्व इस आंदोलन का नहीं है, तो गलत नहीं होगा। अभी याद कर रहे थे प्रणब दा, क्योंकि केवल गोवा के लोगों ने नहीं, बल्कि देश के अन्य भागों से लोगों ने जाकर इसका नेतृत्व किया था। उस समय भारतीय जनसंघ से श्री जगन्नाथ राव जोशी और समाजवादी पार्टी से श्री मधु लिमये उसमें गए थे। भाई शरद यादव यहां बैठे हैं, जो इसके साक्षी हैं कि जमना प्रसाद शास्त्री जी, जो समाजवादी नेता थे, उनकी आंखें उस आंदोलन में चली गई थीं और वे नेत्रहीन हो गए थे। उसके बाद लगभग 30 वर्ष की जिंदगी उन्होंने नेत्रहीन होकर गुजारी थी। वे इस सदन के सदस्य भी थे। लेकिन आज के दिन एक तो मैं भारत सरकार को धन्यवाद करना चाहूंगी कि गोवा स्वतंत्रता संग्राम में भाग लेने वाले लोगों को स्वतंत्रता सैनिक करार दिया गया और उन्हें उसी तरह सैनिक सम्मान पैंशन दी गई, जिस तरह 1947 के सैनिकों को दी गई। लेकिन मेरे नोटिस में एक केस है जिसके बारे में मैं कहना चाहूंगी। प्रणब दा, नेता सदन यहां बैठे हुए हैं। जम्मू कश्मीर के नौ लोगों ने गोवा मुक्ति संग्राम में भाग लिया था। उन लोगों को आज तक वह पैंशन नहीं मिली। पुराने दस वर्षों से मैं वह फाइल लिए-लिए घूम रही हूं। मैंने अलग-अलग गृह मंत्रियों को यह बात कही है। उसमें एक पेच था कि राज्य सरकार यह लिखकर दे कि वे वाकई वहां गए थे। फारूख अब्दुल्ला जी की सरकार ने लिखकर भी दे दिया कि वे वहां गए थे। वे नौ लोग हैं, जो बहुत बूढ़े हो गए हैं। अब उनमें से एक की मृत्यु हो गई है और अभी आठ बचे हैं। उनके लिए थोड़ा सा पैसा शायद महत्व नहीं रखता, लेकिन यह रिकॉगनिशन, मान्यता कि हां, वे वाकई गोवा मुक्ति संग्राम में गए थे, मैं चाहूंगी यदि प्रणब दा उस फाइल को निकलवा लें और मरने से पहले उन लोगों को यह मान्यता मिल जाए तो आज यह पचासवां वर्ष मनाना उनके लिए बहुत बड़ी सार्थकता होगी, बहुत बड़ी उपलब्धि होगी। आज उन तमाम सैनिकों को मैं संसद के इस मंच पर खड़े होकर श्रद्धावनत प्रणाम करना चाहती हूं, जिन्होंने गोवा को मुक्ति दिलाई और हमें गोवा मुक्ति दिवस मनाने का एक मौका दिया। धन्यवाद।
श्री मुलायम सिंह यादव (मैनपुरी):अध्यक्ष महोदया, अभी गोवा के माननीय सदस्यों, नेता सदन और नेता, विपक्ष ने अपनी बात रखी। मैं उनसे पूरी तरह सहमत हूं। मेरा भावनात्मक संबंध इसलिए भी है कि गोवा को आजाद कराने में डा. राम मनोहर लोहिया ने आखिरी लड़ाई लड़ी थी और बहुत महत्वपूर्ण भूमिका निभाई। तब जाकर गोवा आजाद हुआ। इसलिए माननीय सदस्यों, नेता, सदन और नेता, विपक्ष ने जो कहा, मैं उनसे सहमत हूं कि उन्हें पैंशन देनी चाहिए। उन्हें और भी जो सुविधा देनी हो, वह देनी चाहिए। यह मामूली लड़ाई नहीं थी। हिन्दुस्तान पहले आजाद हो चुका था लेकिन गोवा बचा था। वह 1961 में आजाद हुआ। इसलिए उसमें महत्वपूर्ण भूमिका निभाने वाले लोगों को महत्व देना जरूरी है। मैं सुझाव ही दे सकता हूं, सवाल नहीं कर रहा हूं। मैं चाहता हूं सरकार बताए कि महत्वपूर्ण भूमिका निभाने वाले लोगों को क्या सम्मान दिया जा रहा है?
DR. M. THAMBIDURAI (KARUR): Madam Speaker, Goa is a very beautiful State of our country. Many people have sacrificed their lives for the liberation of Goa. This is a very noble day. I congratulate the people of Goa on this occasion and I would also like to appreciate them for maintaining their culture. At the same time, as you have already mentioned, we pay our respects and homage to the martyrs who lost their lives in the liberation struggle of Goa.
DR. RAM CHANDRA DOME (BOLPUR): Thank you, Madam Speaker. On the solemn occasion of the Fiftieth Anniversary of Goa Liberation Movement, on behalf of my Party CPI(M), I sincerely pay my heartfelt respect to the heroes of the Independence Movement of Goa and I congratulate the people of Goa. They are integrated part of our country and I hope that they prosper well in the future also.
श्री शरद यादव (मधेपुरा):अध्यक्ष महोदया, मैं इस मामले में नेता सदन, विरोधी दल की नेता और अन्य लोगों के साथ अपने को शरीक करता हूं। आज गोवा की आजादी का दिन है, इसलिए जश्न भी है। लेकिन पहले सत्याग्रही डॉ. लोहिया थे। प्रणब बाबू के ध्यान में इस बात का कहीं, जिक्र नहीं मैं मानता हूं कि इस देश में डॉ. लोहिया का इस तरह से अभिनंदन करने की जरूरत नहीं है। जिस दिन उनके जैसे लोगों का अभिनंदन हो गया, तो फिर बात ही अलग हो जायेगी। वे बड़े आदमी हैं। गोवा के लिए श्री जगन्नाथ जोशी, मधु लिमये जी और हम दोनों इमर्जेंसी में डेढ़ साल साथ-साथ रहे। ...( व्यवधान)

श्री लालू प्रसाद (सारण): उन्हें जो घायल किया गया था, चोट पहुंचाई गयी थी, तो उनका सबसे ज्यादा इलाज और सबसे ज्यादा चिंता हम लोग किया करते थे। उनकी पसलियां टूट गयी थीं और वे दमा के मरीज थे। वे 12 साल जेल में रहे। मैं गोवा की इस आजादी के लिए अपनी खुशी जाहिर करता हूं। लेकिन इतिहास में काटना, छांटना ठीक बात नहीं है, यही मेरी विनती है।
SHRI BHARTRUHARI MAHTAB (CUTTACK): Madam, we are deliberating today remembering the great struggle the freedom fighters have undertaken to liberate Goa 50 years ago. But that struggle was there for more than 15 years. It did not start in 1947 but much before that. The struggle, as a student of history I would recollect, was for more than 100s of years. The struggle was for freedom, the struggle was for independence.
My first visit to Goa was not to witness the natural beauty but to attend the Freedom Fighters’ Association’s Congregation. I visited a number of freedom fighters’ families and till today there are many families in Goa who are still languishing. The support that the Government is providing to those families, of course, is a great thing, but there are a number of children who are still languishing in poverty and I would request the hon. Finance Minister and the Leader of this House that adequate steps may be taken for the children of freedom fighters who are poor and dejected. That will be a great service to the families of freedom fighters.
With these words, I bow my head before the freedom fighters of Goa.
श्री दारा सिंह चौहान (घोसी): अध्यक्ष महोदया, आज गोवा, जिसकी चर्चा हो रही है, वह देश में ही नहीं, बल्कि दुनिया में खूबसूरती के मामले में जाना जाता है। इस देश की आजादी के काफी दिनों बाद गोवा को पुर्तगालियों से आजाद कराने में जिन लोगों ने अपनी कुर्बानियां दी हैं, मैं अपनी पार्टी की तरफ से उनके प्रति श्रद्धा सुमन अर्पित करता हूं। धन्यवाद।
श्री लालू प्रसाद : मैडम, गोवा मुक्ति संग्राम में जिन महान विभूतियों ने हिस्सा लिया था, उनमें डा. राम मनोहर लोहिया, मधुलिमये और मेरे इलाके के सरयू राय जी आज भी जीवित हैं। जिन महान विभूतियों ने हिस्सा लिया, गोवा को मुक्त कराया, उनको हम आज याद करते हैं। आपने अच्छा काम किया। एक तरफ जहां गोवा तरक्की की तरफ अग्रसर है, हम उन शहीदों को याद कर रहे हैं, मैं अपनी पार्टी की तरफ से उन तमाम वीरों को श्रद्धांजलि अर्पित करता हूं।
डॉ. संजीव गणेश नाईक (ठाणे): महोदया, मुझे खुशी है और आज मैं गोवा के सभी वासियों को शुभकामनाएं देता हूं। गोवा और महाराष्ट्र का बहुत नजदीक का नाता है, मधु दण्डवते जी, मधुलिमये जैसे लोगों ने गोवा को आजाद कराने में कामयाबी पाई है। मैं एनसीपी पार्टी की ओर से आज के अवसर पर धन्यवाद देता हूं।
DR. RATNA DE (HOOGHLY): Thank you, Madam. I congratulate the people of Goa on this very day. We congratulate Mr. Tridib Chaudhuri, ex-MP of our Lok Sabha and also Gen. Chaudhari, who had conducted the Operation Vijay in Goa.
SHRI T.K.S. ELANGOVAN (CHENNAI NORTH): Madam, we congratulate the people of Goa on this very great occasion. We had an association with the DMK Party’s founder leader Dr. C.N. Annadurai, who was affectionately called as Anna. When he had been to US, on the way he visited Vatican City and met the Pope to release Mr. Ranade, who was languishing in the Portuguese prison even after three years of independence. After his meeting with Pope, the Pope’s intervention made the release of Mr. Ranade. The DMK’s association with Goa is also there. We must honour the leaders like Dr. Ram Manohar Lohia, who had conducted a march for the release of Goa. I once again congratulate the people of Goa. At the same time, we also pay our respect to those leaders who had fought for the freedom of Goa.
श्री आनंदराव अडसुल (अमरावती):महोदया, आज गोवा मुक्ति संग्राम की 50वीं वर्षगांठ है और इस अवसर पर गोवा के दोनों प्रतिनिधियों, हमारे साथीगण, नेता सदन, नेता प्रतिपक्ष और सभी पार्टियों के लीडर्स ने जो भावना रखी है, उसके साथ जुड़ते हुए मैं, अपनी पार्टी की ओर से, मुक्ति संग्राम में शहीद होने वाले लोगों के प्रति श्रद्धांजलि अर्पित करता हूं।
