9. Officers and Staff of the Council.
(1)The Government shall appoint one Administrative Officer and one Finance Officer for the Council.(2)The Council may, with prior approval of the Government, appoint such number of employees as it deems necessary for the efficient performance of its functions under this Act. The terms and conditions of service of the employees of the Council shall be such as may be specified in the regulations to be framed by the Council.
