Section 23(1) in U.P. Information Department Film Photo Unit Service Rules, 1993
(1)The scale of pay admissible to persons appointed to the various categories of posts in the service, whether in a substantive or officiating capacity or as a temporary measure, shall be such, as may be determined by the Government from time to time.
