(4)The Secretary shall be present and take part in the discussion of all the meeting of the Village Council or any committee of the Village Council and may, with the consent of the President or any other person presiding ever such meeting for the time being, as the case may be, at any time make a statement or give explanation of the facts and circumstances but shall not be entitled to vote in any such meeting.
