(3)On the written application of the Chief Officer of the Municipality or the Municipal Engineer or the Municipal Health Officer or any other officer authorised in this behalf by the Chief Officer or the Municipal Engineer or the Municipal Health Officer, as the case may be, any Police Officer, above the rank of a Constable, shall arrest any person who obstructs the Chief Officer or any officer or employee of the Municipality in the exercise of any power or performance of any function or discharge of any duty under this Act or the rules or the regulations made thereunder.
