Section 11A(iii) in The Assam Engineering (Flood Control Department) Service Rules, 1981
(iii)The vacancies to be filled up by promotion of Senior Observer shall be so fixed that the promoted River Research Assistant do not exceed 30% of the total corresponding cadre strength of permanent and temporary River Research Assistant.
