1. The challenge in this petition is to a Look Out Circular ("LOC").
2. The petitioner says that, there are definite guidelines enabling issuance of such Circulars which have been compiled in this petition.

4. We want Mr. Shah, who has accepted notice and waives service on behalf of respondent Nos.1 and 3, to produce on the next date all the original records on the basis of which the LOC has been issued.
5. We place this matter on 3-12-2019 on the supplementary board.
6. The additional affidavit of the petitioner is taken on record. Copies thereof have been served on the respondents.
