Section 59(a) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(a)When two or more of Indian Naval Ships are present in a port or roadstead, the starboard pendant may be hoisted at the starboard yardarm of the Senior Officer's ship as a distinguishing flag in addition to the masthead pendant, provided that the ship is not already flying a flag or broad pendant.
