Section 7(a) in Rules for the Government Tibbi College, Patna
(a)to spend the grants which are provided in the sanctioned budget of the college for contingencies and for supplies and service on the purposes for which they have been sanctioned and subject to such conditions, if any, as may have been imposed, provided that no re-appropriation may be made from one unit to another without the sanction of the Government;
