Information sought:
The Appellantsought certain clarifications in connection with the ISTM circular dated 27.03.2017. He specifically sought if senior level IDCs with 5 years regular service in the GP of Rs.2,400/- or more at the Institute is waiting for direct channel of promotion to Junior Accounts Officer (JAO) and working in Establishment and Stores Section etc. other than Cash and Accounts work, 1 whether they are eligible to apply for the 166th Cash & Accounts Training Programme of ISTM etc. through 3 points.
Grounds for the Second Appeal:
The CPIO has not provided the desired information.

Respondent: Rajeev Kumar Jha, AD & CPIO, Vadali Rambabu, JD & FAA and H. Govind, Sr. PPS and Ex-CPIO, I.S.T.M., Administrative Block, Old JNU Campus, New Delhi present in person.
CPIO submitted that reply has been provided to the Appellant on 11.05.2017 clarifying all the points of the RTI Application.
Decision Commission observes that information sought is outside the purview of Section 2(f) of the RTI Act because CPIO is not supposed to provide clarification/interpretation. No further action lies.
The appeal is disposed of accordingly.
