Section 20(1) in The Assam Economic and Statistical (Junior) Service Rules, 1980
(1)Subject to the provisions of Rule 19 and sub-rule (3) of this rule, all appointments in the service by direct recruitment's and promotion shall be made by the Appointing Authority in accordance with the order of preference determined in the select list.
