Section 24(1) in The Telangana Panchayat Raj (Conduct of Elections) Rules, 2018
(1)Subject to the other provisions of these rules, a voter of a Ward/Territorial Constituency may, if he is subject to preventive detention under any law for the time being in force, give his vote by postal ballot at any election in such Ward/Territorial Constituency where a poll is taken.
