(4)As soon as may be after the election and nomination of the members of the Board are completed, the State Government shall notify that, the Board has been duly constituted:Provided that a notification under this sub-section may be issued even before the election of the member specified in clause (d) or clause (e) of sub-section (3) has been completed.
