Section 11(1) in The Manipur Hill Areas Autonomous District Council Act, 2000
(1)The superintendence, direction and control of the preparation of electoral rolls for the conduct of all elections to District Councils shall be vested in the Election Commission of District Councils consisting of one Election Commissioner to be appointed by the Governor.
