Section 130(1) in The Bihar Motor Vehicles Rules, 1992
(1)Any police officer in Uniform not below the rank of a Sub-Inspector of Police or any Officer of the Motor Vehicles Department in uniform, may at any time when a goods carriage is in a public place call upon the driver of such vehicle to stop the vehicle and to keep it at rest for such time as may be necessary to enable such officer to make reasonable examination of the contents of the vehicle.
