(2)Subject to such variations which may be made by Government from time to time the following principles should as far as practicable be followed in delimitation of each police-station area into beats :(a)The area of a beat shall not ordinarily have a population coverage exceeding 1,000 in tribal areas, flood affected areas and also in areas where due to nature of the terrain and difficult communications a similar coverage may be considered necessary for proper management of the beat;(b)The population coverage of a beat shall not ordinarily exceed 2,000 in the remaining areas.
