SHRI SAPTAGIRI SANKAR ULAKA (KORAPUT): Mr. Chairman, Sir, I would like to raise a very important issue concerning my area. This is about two villages namely, Divkaral and Dimundi in my area. Divkaral and Dimundi are two villages which are not displaced. I had been to Divkaral. It is only one or two streets which are not in displaced status and the rest of the surroundings belong to Utkal Aluminium Refinery Project. These people have been left out from availing the opportunities.
Similarly, Dimundi is situated very next to the factory; and the people there have been badly impacted by noise pollution, air pollution, dust and various other things.
If we look at the history, these two villages were in the prime of protest against Utkal Alumina and the District Administration when the people did not want to have a company back in the 1990s and 2000. But since then, most of the villagers had been displaced and have been availing the facilities like jobs to their children and so on.
But these two places Dhenkanal and Dimundi are still not in the list of displaced villages. I had checked with the RDC (South) from Berhampur and he had mentioned that the matter was sub judice. But when we did an RTI, the High Court mentioned that it was not sub judice; and they passed an order.
So, Mr. Chairman, Sir, since it belongs to the Revenue Department, I would request you to write a letter to RDC, Berhampur to check the current status; and also, if we can send a delegation of MPs to actually find out as to what the current status of people of Dhenkanal and Dimundi is, which would be really helpful. Thank you.
