(d)No sizing cylinder shall be continued to be used for more than 20 years after it was first taken into use: provided further that the Chief Inspector of Factories may authorise the use of sizing cylinders after a period of twenty years up to a further period of not more than five years if tests are carried out and further details are made available to his satisfaction to indicate that the cylinder can be used with safety.
