(b)the number of officers employed to do the work. In the preparation of this statement it is essential to make certain that the volume of work is computed on a uniform basis in every district. Owing to the devices which are commonly adopted when a question arises about the adequacy of an establishment, a most careful scrutiny by Collectors and Commissioners of the data supplied and the methods adopted will be very necessary. From a comparison of the lists prepared under such safeguards it will be possible to arrive at a standard of outturn which may be applied with safety to demands for additional staff and may even justify a reduction in the existing staff in some districts. Proposals are rarely initiated by local officers for the reduction of establishment, and this is probably due to some extent to the absence of standards, or the culpable neglect of standards already prescribed.
