Section 5(2) in The Punjab Agricultural University Act, 1961
(2)The State Government may direct that the university shall reserve in colleges seats for women or the scheduled castes and the scheduled tribes or such educationally backward classes of citizens as may be declared by the State Government in this behalf, and, where such direction has been given, the University shall make the reservation accordingly;Provided that no such person shall be entitled to be admitted to the University unless he or she meets the standards laid down by the University.
