(2)[ Notwithstanding anything contained in sub-section (1), the State Government shall have power to appoint any person who is or has been in the service of the State Government to any post of the Board carrying a monthly salary exceeding one thousand and five hundred rupees:Provided that the person so appointed shall be under the administrative control of the Chairman.] [Sub-section (2) inserted by W.B.
