Section 21(1) in The Maharashtra Narcotic Drags and Psychotropic Substances Rules, 1985
(1)An owner of cattle or any domestic animals desiring to possess opium for administering its to his cattle, or domestic animals on medical grounds may make an application for a permit to the Collector or the authorised officer.
