(2)Without prejudice to the provisions of Sub-section (1), the State Government may issue directions, when it requires, in regard to the following matters, namely:-(i)fees and charges;(ii)raising of funds and borrowing money;(iii)creation of posts and appointments;(iv)revision of pay-scales and up-gradation of scales.
