Section 23 in The Foreign Exchange Management (Transfer or Issue of any Foreign Security) Regulations, 2004
23. Transfer of a foreign security by a person resident in India. - A person resident in India, who has acquired or holds foreign securities in accordance with the provisions of the Act, rules or regulations made thereunder, may transfer them by way of pledge for obtaining fund based or non-fund based facilities in India from an authorised dealer.
