Section 25 in Haryana Municipal Building Bye-laws 1982
25. Site.
- No person shall erect or re-erect any building on any ground which has been filled up with offal or offensive vegetable or animal matter, or upon which any such matter is deposited unless and until the committee or an officer authorised by it certifies that such matter has been properly removed by excavation or otherwise has become or has been rendered innocuous.
