(1)Except otherwise provided in the Act, the Rules, or these Bye-laws, all questions that may come up before a meeting of the Committee shall be decided by majority of votes of the members present and voting and in case of equality of votes, the Chairman of the meeting shall have and may exercise a second or casting vote.
