Grants shall ordinarily be given only to those school which with the aid of the grant given can adopt a scale of establishment not lower than that from time to time prescribed by the State Government. This rule shall only be relaxed with the previous approval of the Department before a grant is given to a school a reasonable local contribution shall be required.
