Section 7(3) in The Goa Children's Homes Rules, 2004
(3)The Director may refuse the grant of Certificate of Registration or revoke the existing one if it is brought to his notice that the Children's Home is not having required facilities or is not functioning in accordance with the terms and conditions of the Certificate of Registration:Provided that no Certificate of Registration is cancelled unless the management of the concerned Children's Home is given a reasonable opportunity to explain its case.
