(3)(i)Every application for the grant of a licence under sub-rule (1) or sub-rule (2), shall be accompanied by a certificate of the principal employer in Form VI to the effect that he undertakes to be bound by all the provisions of the Act and the rules made thereunder so far as they are applicable to him with respect to the recruitment or employment of the migrant workmen, in respect of whom the contractor is making the application.(ii)Every such application shall be either personally delivered to the licensing officer concerned or sent to him by registered post.
