Section 144(b) in Rajasthan District Board Account Rules
(b)In District Board where there is an Engineer the bill shall in first instance be presented to that officer, who shall check it with the measurement book and if in order shall pass it for payment to the District Board Office. In other cases this check shall be exercised by the Secretary.
