Section 23(b) in The Jammu and Kashmir Excise Act, 1958 (1901 A. D.)
(b)on the requisition of any officer of the [Excise Department] [Substituted by Act XIV of 1966.] duly empowered in that behalf, at any time to measure out or to test the strength of any such liquor in his possession in such manner as the said officer may require.
