(c)for establishing and maintaining a provident or annuity fund, for compelling all or any of the officers or servants of the Board (other than any servant of the Government in respect of whom a contribution is paid under section 155) to contribute to such fund, at such rates and subject to such conditions as may be prescribed by such rules and for supplementing such contributions out of the funds of the Board;
