Section 62(d) in The Jharkhand Agricultural Produce Markets Rules, 2000
(d)Secretary.(ii)The Vice-Chairman shall be its Chairman and in his absence a member of the Sub-Committee will preside over the meeting.(iii)Every dispute shall first be referred to the Secretary who shall try to settle the dispute. In case the decision of the Secretary is not acceptable to either party, the dispute shall be referred to the Disputes Sub-Committee on payment of fees by an order of the Market Committee.(iv)Three members shall form the Sub-Committee.(v)All questions which may come before the Disputes Sub-Committee at any meeting shall be decided by a majority of votes of members present and voting in the meeting and in every case of equality of votes the Chairman or the presiding member shall have power to exercise a second or casting vote.(vi)An appeal against the decision of the Disputes Sub-Committee shall lie to the Assistant Director or the officer authorised by the Director in this behalf and the decision given by the Assistant Director or the officer so authorised shall be final and binding on the parties to the dispute, provided that such an appeal is made to the Assistant Director or the officer authorised within seven days from the date of decision given by the Disputes Sub-Committee.
