(3)Access to plots beyond 30 metres from a public or private street, the width of such access shall be not less than 3.5 metres. The gradient of such access shall be not steeper than one in fifteen:Provided that the buildings for commercial, industrial, institutional and public purpose and any other non-residential purpose shall abut only on public or private street, whose width shall be less than 6 metres.
