Section 35(1) in The Punjab Minor Mineral Concession Rules, 1964
(1)No mining lease shall be granted to any person unless he -(a)holds a certificate of approval in Form 'B' from the Government;(b)produces an income-tax clearance from the Income-tax Officer concerned.
