- It is hereby declared that this Act is for giving effect to the policy of the State towards securing the principles specified [in clauses (b) and (c) of Article 39] [These words, brackets, letters and figures were substituted for the words and figures 'in Article 46' by section 2 of the Tamil Nadu Debt Relief (Amendment) Act, 1981 (Tamil Nadu Act 10 of 1981) which was deemed to have come into force on the 19th April 1980.] of the Constitution.
