(2)The Deputy Commissioner, if he is satisfied on enquiry that the applicant is a fit person to hold the required licence and the premises in which such person proposes to carry on the operation or operations are suitable, shall submit his report to the Commissioner for the grant of licence to such persons. If the Commissioner is satisfied with he report he may issue a licence in the prescribed form.
