(2)Where the business of a licensed dealer or refiner is transferred by sale, gift, lease or otherwise, the transferee or lessee, as the case may be, shall not carry on such business or run such refinery either in his own name or in some other name useless he has obtained a licence in accordance with this Act to carry on such business or to run refinery.
