		Writ petition is filed under Article 226 of the Constitution of India praying for issuance of Writ of Certiorarified Mandamus  directing the respondents to provide the degree certificate in 'Bachelor of Law'to the petitioner vide., Registration Number 3980286, on the basis of the petitioner's representation dated 02.02.2016, within the time frame as may be stipulated by this Court.

O R D E R

With the consent of both sides, the Writ Petition is taken up for final disposal.

The petitioner has come forward with the present Writ of Mandamus directing the respondents to provide the degree certificate in bachelor of law to the petitioner vide Registration number 3980286, on the basis of the petitioner's representation dated 02.02.2016, within the time frame, as may be stipulated by this Court.

3. Heard the submissions of learned counsel appearing for the petitioner and the learned counsel appearing for the respondents.

4. The petitioner had completed his law course in the Tamilnadu Dr.Ambedkar Law College, Chennai between the year 1998 to 2001 and his registration number is 3980286. The petitioner has completed his degree course in the year 2004 and provisional certificate was given to the petitioner on 18.02.2005 by the University vide S.No.09244, wherein, the petitioner's optional paper is Criminology & Penology. Based on the said provisional certificate, he applied for the job. When the petitioner went for interview, he was insisted to produce the degree certificate. The petitioner took all steps to get the degree certificate from the respondents' University and finally, he was advised to apply for convocation. Accordingly, he also applied for convocation with the respondents' University on 17.03.2014 itself vide application in Serial No.10449 along with all necessary documents and further paid R.438/- vide fee payment challan. The respondents had neither conducted convocation nor provided with degree certificate so far. Whenever the petitioner approached the respondents, they used to tell that within two months next convocation would be conducted. But, it did not happen so far. In this regard, the petitioner made a representation on 02.02.2016. Since the representation made by the petitioner on 02.02.2016 was not considered by the respondents, the petitioner has come forward with the present Writ Petition.

5. The respondents have filed a counter stating that the petitioner has to apply for the degree certificate at the convocation once he had completed his course. The petitioner has failed to apply for B.L. Convocation in the year 2004 itself. Now, he took nearly a decade to file the convocation application. The petitioner has submitted the convocation fee and application to the respondent University only in the year 2014 (i.e.) on 17.03.2014, after a gap of 10 years. It shows that he is not at all interested in getting his degree certificate in the convocation in the proper time. The Tamil Nadu Dr.Ambedkar Law University has conducted the Seventh Convocation on 25.07.2013 and issued degree certificate to all the students, who have applied for it. After the year 2013, the University has not conducted convocation. However, the University is in the process of conducting convocation at the earliest with the approval of the Chancellor of University. The respondent University had no intention to postpone the convocation, but taking all efforts to conduct the convocation at the earliest.

When the matter was taken up, the learned counsel for the respondents submits that degree certificate of the petitioner will be issued to the petitioner at the time of conducting next convocation after getting approval from the Chancellor. In the meantime, if the writ petitioner is interested and willing to have a letter of certificate, this respondent is ready to provide the same. He further submits that degree certificate will be issued at the time of conducting the next convocation to the petitioner. Thus, he seeks for the dismissal of the Writ Petition.

7. In view of the statement made in the counter and as well as the submission made by the learned counsel appearing for the respondents, there is no need to give any specific direction.

8. Hence, recording the said submission made by the learned counsel for the respondents that the degree certificate of the petitioner will be issued at the time of the next convocation, the writ petition is disposed of accordingly. No costs.
