Section 5(c) in Appointment Committee of The District Panchayat (Election of Members) Rules, 1999
(c)The Inspector shall depute an observer in the rank of an Assistant Director of Rural Development Department or Revenue Divisional Officer to be present at this meeting in order to ensure that the election is conducted in a free and fair manner.
