Section 6(3) in The Orissa District Planning Committees Rules, 2000
(3)For the purpose of an election, to a seat in the Committee reserved for Zilla Parishad Members, an elected member of a Zilla Parishad whose name is included in the list of voters, and to a seat reserved for Municipal Councillors, an elected member of any Municipality within the district whose name is included in the said list, may subscribe as proposer :Provided that a member may subscribe as proposer as many number of nomination papers as there are seats to be filled up.
