FACTS :
Heard today dated 07.05.2013. Appellant present. The public authority is represented by Shri Ravi Bambha, Company Secretary (CPIO) and Shri D.K. Sharma, Manager.
2. The matter, in short, is that the appellant is a Doctor in MECON Ispat Hospital at Ranchi. He was considered for promotion in the DPC held in 2012 but was ignored. In the RTI application dated 05.12.2012, he had sought copy of the DPC proceedings. The CPIO, however, gave him only that part of the proceedings which related to him and not the entire proceedings.
3. Suffice to say that promotions are made on the basis of comparative merit. The appellant would naturally be interested in knowing as to where he stands in merit vis-à-vis other candidates. Therefore, supply of partial information is meaningless. Importantly, it has been the consistent view of this Commission that copy of entire DPC proceedings be provided to the candidate who has been considered in the impugned DPC. Hence, it is ordered that copy of entire DPC proceedings may be provided to the appellant, free of cost, in 03 weeks time.
