Section 73A(1) in The Mumbai Municipal Corporation Act, 1888
(1)The Corporation may as soon as conveniently may be after the coming into operation of the City of Bombay Municipal (Amendment) Act, 1947, appoint a Special Engineer to execute powers and perform duties in connection with all schemes for post-war reconstruction and general development of the city including schemes for water supply and slum clearance. A person appointed as Special Engineer shall hold the post for [such period not exceeding seven years as the Corporation may determine]. The Special Engineer shall also exercise and perform such powers, duties and functions under this Act as the Commissioner may from time to time direct.
